boost leak?

boost leak?
i have 03 evo 8 and i just install the stock evo 8 or 9 metal blow off valve from dealer because of the cutting off and drivability issue.
so now those issues are gone after i put the stock one but boost only goes up to 15 psi. i used to get the 18 psi with the one i had before.
is the stock bov meant to leak boost by that much?
i mean i got this car used so i dont know what the stock one was like.
and also any of those aftermarket bov with the recirculated design can be work as well as stock bov with no drivability problems?
