Buy a nice Labonte Meth Kit from 4WS and get a wideband and he'd be more than happy to get you to 400whp.

You probably might want to upgrade your injectors also. They should be fine especially since your going to be injecting meth as more fuel but good to be on safe side.

That and some arp head studs you'll be good to go.

there are many ways to make 400hp without meth. You need to help the car breathe better. I recomend Buschur Parts but I am biased. Anyways get the exhaust manifold ported (unless you are going with a bigger turbo you wont benefit from a tubular), o2 housing ported, turbo echaust housing ported, 3" turboback exhaust, upgrade the intercooler and piping, 272 cams (best size cams for stock turbo), a good tune and you should be able to make 400hp. If you want to push it a little more get the intake manifold ported and a 65mm throttle body. Like I said I prefer buschur, here is a setup that my buddy has:

EVO 8:
-RS TME 16g Turbo (w/10.5cm Ported Housing)
-BR Ported Exhaust Manifold
-BR Ported o2 Housing
-BR 3" Turboback Exhaust w/ Magnaflow Muffler
-BR Mass Air Pipe w/ K&N Filter
-BR Race FMIC
-BR 2.5" LICP & UICP
-Tial BOV
-BR Inline MBC
-BR 65mm TB
-BR Ported Intake Manifold
-BR Springs and Retainers
-HKS 272 Cams
-AEM EMS
-EXEDY Sigle Carbon Clutch

He made 447whp/406ftlbs at 23psi on 93 octane
Ran an 11.78 @ 121mph

I can tell you right now you aren't going to break 400awhp on pump. Like stated before go with s1's and meth. Meth is safe with a quality kit.

Even Green on pump and supporting mods and you will see 400WHP, 93 and 91 octane though.

plus1^

It's going to be tough on a stock VIII not having the Mivec even with a IX turbo. Problem with E85 is in most areas you're going to have to hunt to find it. I think cams would be a BIG help to get you to your goal.

I had basically the same mods as you minus the o2. I recently installed a set of HKS 264's (I went with them because I wanted more torque then top end) and couldn't be happier... The car made 297whp and 310lb-ft @ CBRD.
Get a set of cams, you'll be glad you did.

297whp is close to 400 how? and by the way it takes torque to make HP.
