frustrated and not sure whats going on.

Been having problems with my 03 lately, anything above 21psi or so Im getting serious flutter/surge. Sometimes it will even happen at lower boost and gradually go away. At first i thought it might have been a boost control issue so I switched from my forge to a spare buschur inline mbc and still the same problems. switched from a spare ix bov i had to my forge and same issues. Im kinda lost, im thinking it might be something to do with my wg/actuator or maybe my turbo is bad.... P.S. this is still the stock turbo.

I have a video of an evo that seems to be having the SAME exact problem as me but im not sure if I can post it here(street racing). Dont wanna get in any trouble lol.

Some mods just to give you guys an idea what i have done:
forge mbc
forge bov(2 shims)
buschur delux fmic with lower pipe
buschur intake
255
full 3in tbe
dynoflash custom tune @ 21psi

any advice would be appreciated...

Did it start happening after you changed something or was it a random thing?

when i took it to ams they checked for boost leaks cause the cams did not make the power they should have so they took the cat off and put it on the dyno and found it was the cat that was holding the power up. i got the test pipe easy install and than when i drove it, it would not hold boost and than a would flutter. it was one the dyno for a tune 3 days prior to test pipe install.
