Need help solving boost problem

Need help solving boost problem

Had the problem after pick car up from shop(replacing clutch due to car got stolen,thief messed up my clutch)anyway car is running great.i have the same hallman manual boost controller on my car for 3-4 years.no problem whatso ever.boost set at 22psi.holding no problem.

Now the problem is i can't set my boost to 22psi.when i try increaseing it goes to 27psi dropping down to 24-5 psi and when turn all the way down it holds about 12psi.steady to redline.same problem when switching to a different manual boost controller.i check and tightened all intercooler hose.same thing..no new mods or anything.

Please help?car is giving me a headache...bad wastegate problem?

Boost hoses may be backwards.
