Starter issue?

Ok so a few weeks or even a month ago I got into my car to start it and just got a " tink " sound... went to try it again... started up no problem, so I didn't think much of it. Then today, I went to start it and I got the same " tink " nothing turning, but lights work, everything else. I try it again... tink... try again.. tink... ok so I raise the hood ( I don't know much about electronics ) the negative terminal and wire is HOT!!!! so I know that's not right... I call my friend up who is much better with eletronics... but get into the car again and after a few more tries... it starts right up.

It acts like the starter is sticking.. my friend says the same thing, it's obviously not the battery because it has plenty of power. What does everyone here think? I would take it into mitsu, but it hardly ever does it, and I can't prove it and just make them replace the starter could I? Would they try to say something about the TBE or LICP causing the problem to try to get out of it?
