It depends on the application. When I bought my car it had a HKS SSQV on it. I've had no drivability issues but my car was tuned with it on there. I have just bought the Synapse Engineering Synchronic Blow Off Valve. I can't wait to get my car back together and tuned.
Having one isn't ricey. It's buying one SOLEY to make noise. Especailly a crappy one. The reason the majority of people buy them is to hold more boost. Especially on VIII's. Evo IX BOV's will work fine for the stock turbo, or boost lower than I think 26psi?
As a matter of rice, who knows? After all, you are driving an import which is rice.
It's more a matter of goals - Horsepower is more difficult to achieve than noise.
Every time this one dushe-bag notices my car on the road he revs his 200whp piece of s hit mazda 3 speed to make a stupid VTA noise. Another STi owner has a nitrous system hooked up to the exhaust to launch giant orange flames out the tailpipe and he's very eager to drive in front of you so you can marvel at his accomplishment. Thats $400 for no horsepower!
The real reason people do these attention getting props apart from some underlying mental disturbance or shortcoming is because they don't have the knowledge to make horsepower but do have the ability to get attention.

But I didn't buy the HKS because of the sound. The only thing I like about the sound is scarring little old ladies waiting for the light to change(yes I know I'm going to hell
). But when I purchased it I based it on my experience when I had a turbo civic. I was pushing 35psi max and the HKS held the boost and released it with no problems. I stood behind the product so much my SRT buddies got them because there Greddy Type S's would always leak. So with that thinking I purchased it for the EVO. I wasn't happy with it on this car but I have dealt with it for a year it will be swapped out next spring.
I'd say if you are exceeding what the stocker can do for you and it becomes a limitation, then getting an aftermarket one that works (Tial) then it's not rice at all. However people with a completely stock car that want to run VTA for the noise is RICE.

holds 50 psi and opens very easy at low boost/vac so no surge. I'm installing mine this weekend. It's replacing my Greddy Type-S. The Greddy either leaked or caused surge.
