I can't think of a mechanical issue but I wonder if there is any downside to seeing max boost pressure while the throttle is only part open? I'm not concerned with driving problems but I am thinking in terms of what it is doing to the turbo or ...?
Currently using an EBC, which is working to my expectations.
I can easily get max psi with only 50% throttle.

There may be a problem with the ECU staying in the part throttle fuel map and not switching over into WOT enrichment mode at the part throttle positions you describe. I don't know if on the Evo, fuel map switching is based on throttle position or not. Also, you can induce compressor surge by keeping the throttle plate mostly closed and attaining high boost levels. This slam or chatter can cause damage to your turbo.
Now, I don't know much at all about the Evo ECU. But, I am sure that somebody will chime in with more Evo specific info.
