Installed a perrin MBC this weekend on my ix.
Ran the lines per instructions...turbo out to MBC to WG. (No it's not backwards)
After a quick test ride I started turning it in to dial up the boost. Tightened all the way I get 1 bar and it holds to redline. With the OE setup It'd flash to 1.3 bar and taper off.

I should be able to get 21 psi 1.5 bar yes.

Any suggestions?

You didn't reuse the factory rubber boost hoses did you? I imagine that the Perrin controller comes equipped with its own lines. So, did you cap off all of the unused nipples, such as the one on the factory inlet hose?

 

All new hoses, did not reuse any old parts.

I'll check for boost leaks next.
