Boost wavering problem

Boost wavering problem

I have been recently doing some retuning on my car and I have noticed that the boost on my EVO9 won't really seem to stay stable. I am looking to get 24ish psi out of the stock turbo. I have the stock BPV. I am going to re boost leak test it because I just replaced my TB shaft seals which was my first problem. Does anyone recomend crushing the BPV for this level of boost? Is there a wastegate actuator that I can spin down to hold more boost? I thought I heard a little flutter from the wastegate. Could that be from a leaky MBC connection? Sorry for the long post but I'm just throwing out all options. Any ideas would help. Thanks.
