Sounds like it does not have anything to do with the O2 dump. If it felt strong before you installed everything then I hate to say it but it is probably something you did wrong or missed. Of the parts listed above I would check the LICP first. If your reading full boost(i assume you have a gauge of some sort) then your loosing it some where after the turbo. Check the pipe again and I bet you'll find something not right. Just my 0.02, good luck.
Also could be the 255 is making it run pig rich and causing some pre-ignition problems. Also would check/replace the spark plugs. Do some maintenance (plugs, BLT, etc...) Then a tune asap!

do u think this could be it? b.c the car did throw a "random cylinder misfire" code.? but i cleared it and it comes back once and a while and goes on its own without me clearing it

So you shouldn't be hearing the O2 dump screaming UNTIL the wastegate opens, but if you've got all those mods untuned you at least need to get an email flash... you've changed everything as far as how the air flows through the motor, how the maf reads.. chances are the O2 was just the "straw that broke the camels back" and pushed the ECU onto the low octane maps for protection.
I have heard it mentioned before that the O2 dump makes the wastegate open "easier" because there is no pressure behind it, but that's hearsay on my part, I have never installed one. Anyways what boost level are you trying to run?

right now the boost controller is cranked all the way down, its only pushing 17psi
the reason i've been holding off on my tune is b/c i dont want to go have my tuner go tune it and me have to pay him for him to tell me somethings f*cked u know?
i just wanna make sure this is a tuning problem, not a mechanical problem u know?

I have almost the exact same mods without a tune as well and I must say I believe it needs to be tuned. Since my mods were put on I have noticed more power under light to moderate throttle but seems like at times when I'm really ******* it, it acts just like yours. Do a boost leak test and get a tune and let us know how it turns out.

when you modify the engine, this can greatly improve the airflow and the ecu is going to go into a very weak area of the fuel and timing map in an attempt to keep you from blowing up the engine. This means way too much fuel and way too little timing in some cases and a very weak evo.
