Is this a BOV problem?

Hi,
Yesterday i noticed something rare in my friend´s EVO VII. From new the car was like a train specially from 2900rpm upward and we both got costumed to a low pressure build-up after a gear change:
- 2nd gear 14psi boost.
- release throttle pedal, boost to -19psi
- change gear to 3rd,
- depress slowly throttle pedal and boost pressure started to built-up from -10psi (i.e) to 14psi.

Now the turbo spooling is quiet fast! and boost pressure increases from 0-5psi with the minimal throttel pedal depressing after a gear change, the car now obviusly feels quicker:
- 2nd gear 14psi boost.

- change gear to 3rd,
- depress slowly throttle pedal and boost pressure started to built-up from +2 psi (i.e) to 14psi.

I dont think this a boost gauge problem as someone stated (It was noticed that sometimes while boost pressure is increasing and around 10psi suddenly appears a pressure drop of 3psi that is quickly recovered by the fast rpm increasing) but also a stock blowoff valve problem. .
What do you think about it?
