What is the max amount you can deck a evo block before piston to head clearance becomes a problem?
What is the stock head gasket thickness... I have a OEM gasket set and the head gasket is 0.059 (1.5mm)

it depends on a lot of things. what pistons and rods are in it for example. i had a 4g64 block i have sitting around measured and its not even at all. one end is .002" higher than the other.
