Is the flow going in the right direction through the boost controller? And also make sure that you're doing the pull in 3rd or 4th (i know thats not what it is, but want to make sure that's what you're doing)

i believe so i set it up same as brass boost controler was the side outlet going down towards turbo and other line coming into back side or fitting inline with the knob i didnt have instructions so just put it on same as exsisting one

You are probably running the stock hallman spring. Do you have the stiffer spring?

OP: Can you post up a pic or drawing of how you installed your new MBC and arrows illustrating which hose goes to where exactly?

i am leaning towards the spring but here is best link to pics i can find http://www.hallmanboostcontroller.com/howto.html i am using a different boost line from older controler but the B line is surely going to the wastegate actuator i swapped old one on for now and will test it later i guess i have to find a way to get the stiffer spring

Yeah, you are good to go. If you are unable to boost over 20# then you could try increasing wastegate spring pressure by rotating the turnbuckle on the end of the threaded actuator rod.
