Start up issues after build

I am posting this for a friend.

We recently sent his engine / head to BR for the works. It is a fully built 6262 car. When trying to start the car, you can see the spark plugs firing through the phonelic (sp) gasket. The car is getting fuel, we can see the spark, but she just won't crank over. My guess is a bad cam angle sensor, but am looking for other things that it may be. The timing is good, the engine has break in oil, we put the stock injectors in and I scaled them to 513cc, fpr is at ~20-30 during the cranks and we have tried using a full battery. The car cranks, but will not start. Any recommendations?
