73hta boosting issues

Hi i got a new turbo a 73HTA, but i seem to be having issues.
I've got an Evo 9 with tomei 270 pro cams, Aeromotive fuel pump FIC 1450cc.

Tuner says that the turbo needs to be bedded in as it doesn't seem to want to go above 23PSI.

Anyone had this problem before?

I've looked at the dyno runs, there is plenty of fuel, car has had a compression test and all 4 come up with 135-140 all round. (tuner says the engine is healthy)

Dyno chart is nice and smooth, it makes power all the way up to 8,000rpm.

When you take it to 24PSI it only makes 1 kw more power and it blows smoke.
When you drop it to 23PSI its all sweet and makes 255kwatw

Has anyone heard of this before or is my tuner pulling my leg?
He's told me to drive it around for a while and then once the turbo has bedded in it should boost up.

really scratching my head on this as the turbo is brand new and the tuner is reputable also.

Forgot to add i have a HKS EVC5.
It was installed by the tuner previously, running at 22PSI on my stock turbo.
