Valve seals in engine gasket set, 16 black and 8 red????

Valve seals in engine gasket set, 16 black and 8 red????
Hi all after finding out 2 of my valve stem seals have fell apart i now need to get them changed and try find out why they fell apart.
Anyway i have a complete engine gasket kit made by KP gaskets the part number is M311044 if anyone wants to check it out.
In the kit i have been suplied 16 black valve stem seals and 8 red valve stem seals??
Would anyone know why there is 16 black stem seals?? i was talking to someone today and they fort maybe its something to do with the eclipse engines for example that use the 4g63 block that are not turbo'd?? as in theory they wont need special valve stem seals for the exhaust valves.
If anyone could help out it would be much appreciated.
