Advice brand for evo8 valve springs and valves?
Wouldn't recommend anything BC. I have Manley spring & retainers. When I upgrade to .5mm OS valves, I'm going Manley as well.
Ferrea valves and spring are probably the most common with good results.

Engine is evo8 engine with hks cams + now wiseco pistons + eagle rods.
Final goal is about 400hp on small (most likely evo9) turbo so it could have low lag.
Most likely it woud be necessary to make engine run on higher rpm

You mentioned 400whp, the stock IX turbo, and high revs all in the same statement. The stock IX will make the 400whp without issue however, it will start to fall off around 7,300 RPM or so. Anything other than that is just how air, my friend. That being said, some nice beehives would suffice. I recommend either GSC or MAP.

Given his stated goals of 400whp on the stock IX turbo, valves would not be a necessary purchase, my friend. The beehive springs are for an added peace of mind without question. The MAP beehive springs are less than $200 shipped and are well capable to maintain safety beyond what the optimum shifting RPM would be for that specific turbo. His money can be applied elsewhere than on valves.
beehive vs duals is a pretty controversial topic. lots of people say the dual spring is old technology and it adds excess weight and wear and tear on the valvetrain as they weigh more. others will go with the beehive, and believe it to be a better design as it weighs less and can get the job done. beehives work well but i would still go with a dual spring simply because if one spring beaks the other can keep the valve from dropping. I broke an inner spring on one of my other cars and the outer spring held on to the valve and saved me a lot of $$ vs if i would have had a beehive....
but all of that aside you do not need either. at 400rwhp and a stock IX turbo and a mild cam. you will not be needing to rev high enough in either the shift points, or at the end of the track to need anything other than the stock springs/retainers. just my 2 cents.
