Resonated test Pipe

I have a quick Question here guys.I currently drive a 2004 Evo8 GSR and these are my mods:

K&N intake
Evo X bov
Helix 02 housing
NGK 1 step colder
3" dp
3" Ultimate racing high flow cat
3" megan racing cbe
smc meth kit
Hallman boost controller
licp
competition 6 puck clutch

I only made 300 whp and 317 tq @ 28 peak boost tapers to 25 to 24.
The car was tuned by Erkle @ E-spec, My tuner is saying the high flow cat is restricting me so i was curious to know if it will restrict me that much?
I was told car should be around 330whp as also advised by my tuner.
If so would a megan racing resonated test pipe help seeing i dont want too much noise and drowling ? thanks so much for your input.

going from a high-flow cat to a resonated test pipe isn't going to net you 30whp

is not the high flow cat the problem

here in europe (italy) evo with 200 cell cat go very well with a minimal difference with test pipe.

Yes 330whp is a more correct result with this boost.

I doubt it's the tune. What kind of dyno?

If you're on a stock 04 turbo that's alot of boost.

I made around ~330whp with an 05 turbo and hks cams. That seems low to me too, but no two cars make the same power.

Boost leak check?

Before blaming the tuner, is the car 100% mechanically sound? Such as nothing loose vibrating, no boost leaks, up to date on maintenance, ect?

yes sir! a boost leak test was done by the tuner and he didn't find anything else other than the damaged licp.after having this guy changed out my licp,he also had to touch up the tune but i didn't feel any change. It hasn't been a full wk since i collect my car and on the highway coming this last sat i heard a loud noise like a wine bottle just pop, it was the licp he changed for me and didn't even tighten the dam clamps. As i say i would not recommend Erkle also known as E-Spec to no one.I believe because of simple mistakes of such he was fired from Tach motorworks.

My car just have 42k miles, and i changed my oil regularly using royal purple 10-30.
The car didn't had no mods when i purchased it with 34k other than exhaust and intake. It still had the darn up-pipe and cat.

It still could have been put back to stock. But only a true Evo enthusiast could look at everything and tell. What up-pipe? This isn't a Subaru
