So this recently starting happening. No CEL and the car is completely stock, 100%. It drives around just fine, but when I come to a light it will at times shoot up to 3k rpms and just hang there until I blip the throttle then it will return to normal. Any suggestions?

 

Check for Vac/boost leaks.

 

Try cleaning the throttle body. There's a how to on it. May have carbon clug on the throttle body flip thingy lol. Best of luck bro

Well turned out the throttle cable was sticking a little over the top of the engine cover. So all seems good now. I'm still stock because I have the rarest Evo of them all - a stock Evo! I also am not wanting for more power.
