can anyone answer my questions. Also the has a new clutch but seems to lack power. transmission seems weak or something idk. thanks

the fan on the inside (in the engine bay) is for your cooling system and will only kick on once the car hits a certain temp to keep things steady.

the outside fan (behind the front bumper) is the AC fan

The cooling fan should start and run periodically even in the dead of winter (at least the one on my car does). The fan is variable speed and has a controller located on the back of the fan. There is service manual procedure for checking the controller.

The A/C fan is two speed. Both it and the cooling fan may run when the A/C is on.
