Mine is getting a little dirty. Any ideas on how I should clean it?

Soap and water, just make sure to remove it from your car first.
Also do you have the re-oiling kit?..... You're going to need it.

 

All I need is the filter oil. You think a local parts shop would have that?

 

If it's a local speed shop then they probably carry it. But if it's like your local NAPA shop or something then I would highly doubt it. but I'm not sure. You might want to call around before you go looking. No need to waste gas.

 

Would it harm anything driving without oiling it?

 

The oil is what actually traps the dirt...so driving without re-oiling it after you clean it would be a bad idea.
