Is This A Normal Vacuum Reading At Idle?

The reason why I ask is because I recently added a BBK Full and got tuned a few weeks ago. Prior to the tune and with the stock turbo, vacuum was sitting at around -13hg. Even on the drive with the new turbo to get tuned, it was sitting at the same vacuum. People told me vacuum shouldn't change with the turbo swap. But after the tune, this is what it's been sitting at.
My BOV (Tial QR) now flutters at full boost with the new set up. I got the 6psi spring with it, which according to every chart, is the correct one for my vacuum reading and the lowest I can go..

Normal vac should be around -18 to -20. With cams it usually drops ( example 272's put you around -10). If your on stock cams, you have a big problem. The flutter is probably vac related at it works off a vac like. Have you done a boost leak test recently?
You can do a boost leak test, make sure vac lines are good and secured, replace the PCV, its like a 3 dollar part. I would start here then see if it changes. EGR working properly? Any codes?

quite a few. PITA are on the intake manifold and underneath it. Check the EGR lines as well, those like to pop off from time to time. I see you got an 06, there was a TSB that came out his year for the P0420 code you got. Something to look into..
I have GSC S3's and a low idle and my vac is at 10. Youve got some issues to sort out.
Its likely a vacuum line behind and below the intake manifold. I always had a problem with one of them while it was there. It was one of the ones that leads off the throttle body.
