That exhaust cam gear looks like it slipped a bit or is scratched while it was adjusted. How do BOTH cam gear line up to the valve cover timing marks?? Your first pic shows the cam gear timing marks at the 9 o'clock position....Your 2nd pic of the scratches by the cam adjuster bolts.
Regardless it doesn't seem like a well put together 'built' motor. I'm sorry you have to go through this! Hopefully TLP will chime in and give you some info and not BS.

Engine block (black ash everywhere from carbon flaking off of combustion chamber and pistons.

The engine was supposed to come with Brand new Manely I beam rods, Brand new ACL bearings, Brand new oil pump, balance shaft eliminator kit, L19 Arp head studs, and a Brand new Cometic head gasket.
So this was supposed to be a brand new shortblock that hadn't been started? Nothing got done to the cylinder head at all. Unfortunately the pic of the timing marks doesnt show the intake cam and the exhaust cam at the same time. That looks like a Fidanza which is normally drilled for both a DSM and an Evo but I can't tell which dowel they used.
If that was a brand new motor that hadnt been started then you were lied to based on the amount of carbon build up already. If it had miles on it before this my next question would be is there any sign it slipped time on the timing belt because the tensioner wasnt set right, wrong belt, etc.?

In talking to him through PM, it appears that FFTEC did a compression test on the TopLevel motor before starting the car for the first time with the new motor and found these issues. From my understanding he was told he was buying a new motor and it turned out to be a used POS.

I have no idea about the rods, bearings, or the BSE kit since FFTEC doesn't have access to those areas of the motor without further disassembly. There would have to be a lot of labor to verify those parts and I am not exactly willing to shell out more money at this point.
