PCV question

1) do you think that's just oil spilled from top ups?

2) I've read that Mitsubishi recommends changing the PCV valve every 30k. when I was doing a boost leak test, pressure was coming out of the breather hose that connects to the intake, does that mean my PCV valve is stuck open, close, or functioning properly?

TIA

Simple to check
Remove and shake. If valve shakes, good so far. Clean with some degreaser. Wipe clean and blow through. Air supposed to flow only one way. If flowing both ways, then replace.
