No.

Fuel cut is when the MAF reads too much air coming in the intake and cuts fuel to prevent overboost.

It can easily be remedied with a reflash, SAFC, bigger injectors/pump, or turning down your boost controller.

Fuel cut on the EVO is the rev limiter set at I think at 7400 rpms. Although MrBonus may be right also, I just never heard what the wastegate and BOV do as fuel cut.

Mr Bonus is right. Fuel cut is the ECU cutting fuel to the engine to prevent damage. It is calculated from incoming air through the MAS and is highly effected from air tempurature too. In 90 degree weather you will rarely see it, in 20 degree weather it happens quite often.

There are tons of ways around it. The AFC we sell with its standard settings we supply will get rid of it on just about any EVO at 20 psi or under. For more boost than that you can add the injector upgrade, re-adjust the AFC and this will let you get buy with peak boost of 25 or so psi.

The other option is having us reflash the ECU, the fuel cut can then be completely eliminated.

Not if you mod the car it's not on the rev limiter and MrBonus is right.
