A completely stock setup will taper to 14 psi by redline. The Evo IX ( 06/07 ) setups should run up to 18-19 psi at peak boost.

There is no 2007 Evo in US. But the 06 IX Evo is about what he said - spikes to about 18-19 and sets down to about 14-15 by red line.

Factory boost is 16.2-20.2 for a US Spec Evo IX per the service manual, Should be the same for your 07 but I do not have access to that Info.

On my Evo 8 with stock boost control I once installed a huge and supposedly precision pressure gauge (the world's largest boost gauge?) and drove to test maximum boost pressure. I got 18 to 19 spiking to 21.

1) I own a 2006 IX with MIVEC and registered what the stock boost was before I installed a boost controller. At my elevation, I saw 18 to 19 PSI. Different environments will effect the boost level differently hence the wider "official" range ( see #2 ).
2) I have the factory manuals. See below for an excerpt:

Do a test drive with two persons in the vehicle and where full throttle acceleration can be safely made. The front passenger should read the pressure gauge, not the driver.
  1. Disconnect the hose (black) from the tee-fitting joint and connect the pressure gauge to this joint. Plug the hose (black).
  2. Drive the vehicle with full throttle and accelerate the engine to a speed of more than 3,500 r/min at 2nd gear. Measure the intake charge pressure when the pointer is stabilized.
    Standard value: 112 − 139 kPa (16.2 − 20.2 psi)
  3. If the intake charge pressure is lower than the standard value, check the following items for possible cause.
    • •Malfunction of turbocharger wastegate actuator.
    • •Intake charge pressure leaks.
    • •Faulty turbocharger.
