Car not going over 12 psi at wot help!!!!!!

I buy my evo 2 months ago and when i buy it , it has autometer gauges , the autometer boost gauge use to read 18 psi at wor stock i change all gauges to aem didnt use the car since i have another , i buy map 02 dump , buschur downpipe , hks full exhaust and install all those and when i decide to take the car for a ride it feels slow alot and only reading 12 psi on aem boost gauge .. Ive done 2 boost leak test i fix the 2 leaks i have and still 12 psi .. I seen to have a leak on the throtle body shaft seal but i dont think it will put my car at 12 psi by just that leak .. I did change the top vacuun lines i put them all new with the new aem
Boost gauge and i change like 1 vacuun line from J PIpE to the T where is connects with the wastegate vacuun and them goes to boost selenoid , but i use almost the same vacuun and same route .. car dont go over 12 psi ive read like 5-6 threads of people with the same problem and cant find the answer.... Hope anyone can help me thanks

12psi is about the wastegate pressure. So you may not have a leak. There is either an issue with your MBC connections, or factory boost solenoid connections. Something is causing the wastegate to open at it's factory spring pressure.

My car has the factory boost selenoid .. is there a way it could get bad???? and the conection is simple .. I dont think nothing on the conection is bad.. Getting a lip frustrated with this issue

Turn out to be that i change my vacuun lines around wastegate and didnt use the boost pills on the new lines .. Thanks all problem solved
