boost issue?!?

So I have been having this problem for quite some time now. I have tried everything I can think of to solve this problem but still no luck.

So when I down shift or even just press on the gas normally my evo does not seem to want to boost like it should. it will go to like 10 pounds and feel like its struggling. If i let off the gas and then press it again it will then boost normally. I took a video today so you can see what im talking about.
