Should Perrin Air Box Shroud Screws Cinch Up?

The Perrin Air Box Shroud (what the filter mounts onto) screws (below the filter) never cinch up tight, but they seem like they won't come out easily either.

I don't want anything clunking around in my engine bay. Should I fix that or do you think it's by design?

Please advise.

Thanks.

The shield should tighten down completely, same as the OEM bracket for the airbox.

Thanks. Not sure why my screws were too long, I THINK I got them with the kit that I bought from someone here.

In any case, Moore Automotive is doing my tune and they have some screws for me.
