Compression woes. Rebuilding head recommendations?

So the shop says the stock bottom end is healthy, but needs a head job. From what I searched the head should be min 138 psi. They said its fine dd but low on power. I'm honestly new to the Evo world, and want to build the car for street and occasional track days(2-3times a year?) Anywho heres the results

comp test:
#1: 128
#2: 130
#3: 146
#4: 134

Leak down:
#1: Top 35 mid 30 bottom 30
#2: Top 28 mid 25 bottom 24
#3: Top 5 mid 5 bottom 5
#4: Top 24 mid 22 bottom 22

The car is an ix mr with the works tr-340 package, so Im not looking to get crazy power and I was wondering what route should I go with building head while keeping the bottom end stock?

I was thinking of just buying a spare head and building that. Then a friend recommended just buying MAP Stage 1 cylinder head,(then I dont have to deal with which valve springs to get etc etc) thoughts?
