Try connecting the hose from turbo to wastegate actuator like Biggiesacks suggested to see if your problem is solved. If that solves your problem, I have my stock boost controller and I'll be in Vegas in about 6 weeks. I think the 9 uses the same controller as 8.

So put a capped vacuum t in place of the factory wastegate solenoid and no change in idle. Sprayed carb cleaner on ic piping connections, throttle body, intake manifold and injector isolators and no change in idle. Got an eBay iacv and tested that and same result. May need to look into getting a tactrix cable and verify that the car has a stock map, running out of ideas.

Your leaks have to be fixed. I don't see how leaks before throttlebody affects idle, but I can see that making car run richer AFRs. Leaks at and after throttlebody will cause high idle. Try capping all the vacuum lines on intake manifold to see if idle drops. If it does, then reconnect one at a time to find leak. If idle stays high, I'm thinking it something mechanical like IAC or tune.
I have cable to look at ecu map if you know how to use it, but I won't be in Vegas until night of September 8.

Another thing that could cause some issues (probably not the main solution) is the BISS screw itself. It's made of plastic can erode / burn up over time. I've seen pictures on here of some that look pretty burnt up from detonation / back fire issues. I think they're only a couple dollars new anyways.

BISS was replaced when I installed works throttle body shaft seals, when I used my snap on modis to lock the iacv motor for adjustment it idles perfectly stable at 1k, issue arises when I unlock the iacv motor.

I went a got a bunch of vacuum vacuum caps and will cap all the ports on IM and resort back thanks for all the suggestions guys!

So to keep this updated:

Capped IM with vac caps and idle is still the same, tested with 2 iacv motors and issue is still there. Plan is to purchase a tactrix cable in the next week or two and checking tune, will keep you guys updated.

Sounds like only the tune is left.

Yea pull the rom from the ecu and check how many steps the IACV is running at idle. Most likely it has been changed to compensate for all the issues it had before.

Update and fixed!

So had a local tuner come over today to pull the rom and low and behold warm idle was set at 1300 rpm with timing set to 10* at idle. Had him upload a factory map in and idle is now running at 850. Wish I would have checked this a long time ago but fixed a lot of underlying issues that would have caused me woes down the road. Long story short; Check the basics first!
Thanks for the help along the way I hope someone else can benefit from my experience and at least point them in the right direction to solving their own issues!

If you did, you wouldn't have found your boost leak in your solenoid that could potentially cause your turbo to run harder to push higher than stock boost.
