Hey guys I own a stock tarmac black evo that i am looking to mod. I've been researching for a couple months now and i still dont know what path i should take for the modifications. Im looking for 400~ hp to the wheels while maintaining the daily drivability. Right now I'm lost as to what kind of mods i should get. Some people say go all HKS, some say go staged (ala buschur) but im still lost. Any advice from you tuning gurus would be appreciated. I have 5k (thats the limit) to spend on my mods. Thanks for any suggestions.

Buschur stage 4. You cant go wrong. Check out their site for details. Had I not already started going the Vishnu route, I would be giving my money to David Buschur. To give you an idea of what you'll need, its going to be TB exhaust, cams and cam gears, some sort of engine management weather it be a re-flash, A/F controller or combination of the two and some sort of boost controll.
Vishnus' XEDE takes care of engine management and boost control with one handy piggy back unit. They also offer an X-Flash that raises the rev limit and fuel cut. Not a bad way to go, but some consider pricey. I believe Buschur uses an A/F controller along with a manual boost controler for EM plus they use whats called a Dyno flash to raise rev limits and fuel cut. About the same thing as X-Flash.
You can probably see a pattern here. There are different tuning companies doing similar things with slightly different approaches. Best thing to do is go to the vendor section of the forums and check out their sites and see what they have to offer and what fits your budget.

Realistically I could install this stuff for probably $1000. Anyone should be able to do all this for around that dollar amount. Dynoflash is not a must but it would get your timing bumped a little and the rev limit raised. The cam gears are not necessary. The people that are using them are gaining little to nothing and mostly just cleaning the idle up a bit. I have 272's and love the way mine idles. Doesn't stall or anything.

Tuned correctly this combo should put down at least in the 380 WHP ballpark and run 11.80's
And you can spend more on some parts or whatever and still have cash left. I would use the leftover and put it towards a clutch.
If people say these $$$ sound low, bring it to me and the $4795 and I'll hand you back the car done and tuned. I could even save you the LM1 wideband money and use mine. $4500

Id say similar to what everyone else is saying apart from one or two things. Don’t get HKS cams unless you have to. A. there is none over there right now. B. there are much better cams available. These include Piper (best in the world at the moment very good if you want quick spool up, up to 12mm lift!!!), Tomei (their Procams are very good) and maybe JUN (Norris design ran them for a bit I think). Not sure how the prices compare but they are all better. I would also fit water injection as this will let you run more boost on the same fuel, increase reliability and give you more power. Budget about $500 for a built kit or you could make one yourself (about $200).

How much more power do any of these cams make? I'm curious to see a dyno comparison by the same people on the same car and the same dyno. Are we talking like 5 Hp or like 20 Hp and how much more money are they? From what I've researched and been told by people that have tried multiple company's cams, they say there is minimal if any difference. One companys might seem to spool a little better or make 3 hp more but it is very insignificant. I'd like to see hard facts. At least enough to understand why someone would say don't by HKS, others are a lot better.

I am really impartial to all the hype as I don’t have an Evo (yet) so I just like to relay what I have heard and know to others. There are several other threads on here that discuss cams and the pros and cons of each manufacturer. IMO people like the HKS cams because they are the tried and tested route to more power and this is true, they DO make more power. But there are better cams (better spool up, better lift at 50 thou.) than the HKS units. I hate it when people get stuck into just using one company because everyone else is. At the end of the day its not just about the numbers, its about the tractability of the engine. if you want huge numbers run 3+bar of boost then you will get good top end figures.
