Tomei 270 Poncams vs 272 Kelfords
the lift of the cams typically determine if valve springs are recommended.
I'm running the Tomei Poncam Type R's on my IX, they are a great cam upgrade for stock turbo, and I'm making over 400 whp on my stock setup with e85. You won't need to upgrade your valve springs on these. I'm sure the Kelford 272's would make more power, but for my stockish setup, I'm happy with the Tomei's.

Ive ran S2 and Kel 272 on over 15 cars with out spring.
Only upgrade springs on them if we will rev cars over 7900 RPM
with 11mm lift no need.....the tomei are 11.5mm lift so they do need them

Actually the Tomei Poncam's that the OP was referring to has a lift of 10.7mm in and 10.20mm ex which doesn't require valve springs. The Tomei 270 Procams are 11.5 lift and requires valve springs. Sure you can run cams without upgrading the valvesprings, but I wouldn't recommend it.
