Intake Manifold Egr Top Port

I have this port capped, but wondering if I can use it for a oil catch can connected to the valve cover rather than capping it off

or maybe for a boost gauge

You can use that for any boost/vacuum source really. It's literally a hole into the intake manifold. I don't suggest using it as a catch can source though because if any crap comes out of the catch can, it will be more inclined to go into cylinders 3 and 4. There is a side vacuum source for your catch can needs with smaller openings into the manifold. That source get's vacuum at the beginning of the runners. This will hopefully distribute any residual catch can vapor to all 4 cylinders (if you care about that sorta thing).

connecting a catch can to your intake = vacuum leak (or boost leak)
Don't do that!

He will need a good check valve and clamps to prevent boost leak (and connect it the correctly).
