Evo 9 low compression?

Check your cam timing marks. Your photo looks like #3 looks like it is at end of exhaust stroke and at start of intake stroke. Cam lobes looks fine to me (exhaust 3/intake 2, exhaust 4/intake 1, exhast 2/intake 3, and exhaust 1/intake 4 should have lobes in same positions). Post more pictures and maybe someone can spot something.

Cams look good. Press on each lifter to verify each has no play. Check your compression again.

Ok let me get this straight, you drive the car to the shop had the clutch replaced and had to have it towed home? Please don’t take this wrong but I would have definitely gone a different route. Waiting a month to find out the problem isn’t doing you any favors, it opens up the issue that you could have caused the damage. I would have immediately taken it to a reputable shop for repairs, explaining your situation too them. Doing the work yourself also will do you no favors, you need an ASE certified mechanic doing the work. Small claims court would have been your best option and probably still is.
Stop working on the car and get it into a shop if you want to see any compensation.

PS it is very likely your engine is toast, the cam position sensor affects the timing of the vehicle. If it were damaged it very possibly could have detonated the motor.
