mine is a stock 9 actuator that came with the turbo. i thought they were single flaps from what i was reading but its a 9 turbo.

it turned out to be the o2 housing. i have been slowly grinding away at the inside of it where the waste gate tube meets the rest of the exhaust part. finally got it to stop creeping.
