Boost pressure help

My car is currently tuned for 27 psi, but I have never been able to get to it due to boost leaks.
I have fixed many boost leaks, but still haven't solved the issue

The weird thing that I have noticed is that if I turn the boost down to 20 it cannot hold it, but when I turn it up to 27 it can go up to 25 then not hold it. I do not understand why it can't hold at 20, but then can push up to 25 and not hold it.

any advice helps thanks

To my knowledge there are none after boost leak testing it it can go up to about 30 psi before bov gives out.
There is air coming out the tube that is connected to the valve cover on the right side. Not sure what this is for but it leads to 2 air filters and a hose that isnt connected to anything.
The air comes out of the air filters themselves.

not sure what "tuned to 27 psi mean"...
you mean that was the target?
just because it was the target doesnt mean thats what you actually see.
