What exactly causes the Boost on our cars to lessen at higher RPMS?

Cause when things get overboosted and possibly grenade your motor (or at the very least stretch your head bolts), you are gonna need more than a "He told me so" to fall back on to get it fixed by mitsubishi.

There are hundreds of satisfied customers of Dyno Flash so he must be doing something right. Al's customer service is also second to none. Also, i am totally unaware of a single car running the Dyno Flash that has had any sort of mechanical problems related to said flash. If you are going to make accusations then at least back them up with proof.
All I did was repost what Al said, who was subsequently corrected by Shiv. This is well documented in the thread that it originally occured in. This is not something that I decided to pull out in an effort to cheer Vishnu on, as you might have suggested. I am far from being a Vishnu fanboy.
I have no doubt of Al's customer service or his personality. That is not what I was questioning. I AM questioning his technical ability and his full understanding of the ECU. Yes, he appears to get the job done, but this is also not his field of expertise. He has been in this field of reflashing ECUs for maybe a year now - but that is far less than the amount of time Shiv has been involved in. If my tuner thought the ECU fields were in decimal when they were actually in hex, wouldn't you be worried? It is a personal decision I made to go with Vishnu over Dynoflash. Nobody has to agree with me, I was simply stating a fact (that Al misinterpreted the boost delay field), and my opinions about it.
I know that the in-line pill has some effect on the boost control system, but what direction effects what?
If I Machine the pull to have a larger opening, would that equate to more boost?
For what it's worth, I will eventually be going with the Works P2. Simply because I have talked to them at length, and know where they stand on things (process, safety levels, etc.). Also because they are used to tuning for crappy 91 Octane swill (yes we have it in Wyoming too).
That is a down the road mod for me though, since straight line speed is not so important. I have to get the suspension sorted out first, as I have enough power now for what it will consistantly handle.

Because the topic came up of how ECU reflashes deal with boost taper. Somebody made a comment about the "28" value but it was incorrect, so I cleared up the misunderstanding. I also continue in the following posts, to describe how ECU reflashes work in conjunction with boost controllers.
You are the one who blew this out of the water first.
