My catless WRX used to do it quite often... It was lots of fun, until it happened with a cop behind me

 

The 4G63 is a black belt master at throwing flames. Most turbo engines are. Since running rich is better than lean, thats what you get in some circumstances. My Talon did it a little when it was mildly modded. But now, with big turbo and cat-less Apexi GT Spec DP and GT Spec exhaust, its all the time. Same situation. If I drive a constant speed for a decent ammount of time and heat the exhaust up, then accelerate in any gear, and then coast it down, it'll shoot a 2-3 footer out for a good 2 seconds. Just one of those things. Rather be rich than lean with the tune, so thats what you get with no cats. I've seen it very rarely in stock cars, but it sure could happen. Fun when it does.
