boost in different gears

i've heard a lot of things..but is it normal say if in 3rd 4th and 5th gear i'm at 19.5 psi holding...that in 1st and 2nd gear i only hold 17 psi? I have the hallman manual boost controller and a forge recirculation bov so I dont know if this is normal or what..but it's annoying cuz i'd like to be at 19 in 1st and 2nd to so I can get that extra punch..but I dont want to set it to 19 in 1st then it'll be at like 22 or 23 in 5th and i will detonate..any ideas experiences or suggestions?

Well boost IS load dependant, plus the stock ecu controls boost solenoid duty cycle to raise or lower boost as well depending on load site/rpm. In otherwords, I have no clue.

One reason why boost is lower in 1st and 2nd is that you're not in those gears for very long, and boost is not allowed to build.
