When do dealers get VIN #'s?

When do dealers get VIN #'s?
Just wondering if anyone knows when dealers will be getting their VIN #'s for their allotments. When I put my deposit down,
the dealer told me he didn't have any VIN #'s to match his allotments, but now that the car has been officially released.... I may call the dealer over the weekend anyway, just to check in.
