yes. The allocation tells the dealer how many cars they are getting, and what colors/options. All dealers have gotten 1st and possibly 2nd allocations by now, so if you're dealer doesn't have the allocation info, it means he's not getting any cars this time around.
My dealer has 2 for the first allocation.
Yellow / no roof and red / roof
I took the red.
His second allocation he has 1 white/no roof.
If your dealer doesn't know the color and option he was no alocated any evos as of yet and no gauranteed that they will have any. It's based on lancer sales.

Most mitsubishi dealership around where I live really sucks. I'm glad to hear they are not getting any cars!
