Blancing the rotating assembly is just matching piston weight across the board along and matching rod weight across the board. There should be a spot on both where material can be removed by the machine shop to drop a gram or so. It all depends on how high quality the parts are as to how far out they will be.

Don't forget the rods, crankshaft, flywheel and clutch. The pressure plate should be indexed to the flywheel for balancing.

Blueprinting generally means cleaning, measuring, machining and matching *everything* in the engine to *exact* specs/tolerances. Most of this is stuff you would (should) do during a normal rebuild, but to the Nth degree of detail and completeness using precision measuring tools.

The tolerances for the bearings should also be checked with plastiguage. It is also a good idea to get stuff magnafluxed to check for inherent weakness and cracks in rods and such.
