Vin number/Contract

This maybe a stupid question, but I did a search and did not find
anyting concrete. Do you have to have a vin # to do a contract?
I wanted to go ahead and lock in the soon to be msrp in writing
on a contract, because I am getting it for "msrp". The dealer said
we have to wait for the cars or the vin numbers before we can
do the contract. Somebody enlighten me.

Technically it is true... If you look at any of those agreements that are issued for deposits/purchases, their only truly legally binding if information on Stock number, and VON# or VIN#, This usually can work to a buyers advantage NOT to get this information because you can get your deposit back if they cannot deliver. However because of the type of car the EVO/STI/SRT-4/[Insert specialty vehical here] They'll gladly refund the deposit in most cases.

However, since the agreement does state intent, have it documented that the car will be sold at MSRP and specifically what kind of car... It can be legally defended at that point.

You need a copy of the invoice before you can officially do a contract. A purchase contract needs to have numbers on it, for pricing, long with the VIN. Until you have that invoice, you can't do a real purchase contract.
