Fuel Stabilizer?
My Evo is parked in underground parking for most of the day and night in the aveage week I may get at most 40 miles of driving. I run 94 octane fuel and I am only refilling my car about 1 time per month. When should a fuel stabilizer be used are they needed?

I do not think that with the scenario you described you are in need of fuel stabilizer. I have used it for a 3 year period and started the car and drove with zero problems but I wouldn't bother for once a month fill ups.
