need a favor

Two things:

1. What do you use to take of bad water spots?

2. My exhaust has had a rattle and I have not been able to guess why untill now, I was looking at the rear hanger and noticed that the top left hole has a metal peg looking thing threw it, and when the exhaust vibrates the peg scraches on the rear of the car. This peg doesnt seam to be doing anything so can I get rid of it, here are some pictures to help clarify what im talking about.

Here is the hanger as it looks from just under the bumper, its hanging at an angle is that normal?

Thanks

ok well I think I may have found where my rattle is coming from, now it would seam that that bolt on my car fell out, I love how Mitsu mechanics do work. Now I need to take it to mitsu and have them fix it, unless anyone has any other ideas?

My exhaust problem just turned into a pain in the, well you know where. The reason that left bolt is no longer there is because the bolt broke off in the hole. So now I have a pluged hole. Not to mention the fact that if you notice the upper part of the hanger coming from the exhaust, it is rubbing aswell.
