Yes, you can drive up it. It's a toll road .... There is more info here:

As stated it's an open public toll road (with rangers with radar guns). Only during the hill climb in late June can you legally race up it. It also is typically only open from Memorial Day through Labor Day. Having said all that it is worth the drive up at any speed, it's an awesome piece of road and to actually race there...it's beyond description

there are only 2 things i will tackle before death:

1) pikes peak
2) the ring

good luck if you decide it is worth it. crazy road, i have a few vids on the computer of a mid 80's peugeot going all out up it. pretty hairy in more than a few places.

I heard ealier this year that they're planning to pave the road all the way to the top so the hill climb will only be around for a few years more on the dirt. It's worth it just to drive slowly to the top though.

I've been to the top twice. Its alot of fun to drive up (no guardrails anywhere) ans going down is even better. They have checkpoints on the way down to see if your brakes are overheating, lots of engine breaking kept my brakes cool and having the a/c running helped my engine braking. Do it at least once, it is a blast!
