Think I found The One - Help w/ VIN Check?

Well I think I found the right Evo for me, its an 03 Blue w/ 10300 miles.
Went and checked it out today, pretty good condition but I have to be sure before anything happens.
23,000 sound about right for it? Edmunds is quoting me 23,300 for "retail" and much higher for dealer price and much lower for trade in respectfully.
