Removing Front Fender Liner Clips

I am trying to install some mudflaps and having issues with the clips holding on the liner under the front fenders. The clips in question are flat circles with a smaller circle inside. They are holding the liner to the fender and sideskirt. They dont appear to have a removal point. How do I remove these? I am hesitant to cut these off, is there a proper way to remove these? Do I just pry the smaller circle off? I did a search and this appeared the proper way, but I want to make sure.

No guessing, please.

yeah use something sharp to pry the middle circle off, that's it.

Yeah, small flathead screwdriver to the inner circle, pry that up a half inch, then the hole deal should pull right out.

All you do is pull out the small center circle with your finger nails untill it stops and then the bigger circle/clip will come out. It doesnt take much to get it out.
