Busted headlight - anyone else (the hight adjuster part broke)

My right hand headlight dosnt adjust anymore and is flopping all over the place

I was wondering about those parts... Like what kind of little motor adjusts the degree...? Can it be adjusted manually to raise even higher?? Things that make you go hhmmm...??!
